ah! Seems the instructions have been updated (at least the German ones) - you must use the App and click the notification and download the cert. You can not do this from the PC. Case Closed!

Downloaded and installed the announced Matter extension today but 'the system access point requests installation of a certificate' notification occurs because the Device Attestation Certificate not found....
